The antiqued effect comes from controlled crackling glazes and strategic distressing. Final finish would be sealed for durability.

Yes. This is well within the capabilities of skilled ceramic artists—Greek potters have been making these for 2,500 years. A handmade version from a studio potter would run $300–$800. A higher-end piece with museum-quality finishing and authentic techniques could reach $1,500+. Production versions using slip-casting would bring costs down significantly.
